SUMMARY
The purpose of this Request for Expression of Interest (“RFEI”) is to invite interested parties to submit Responses indicating their interest in, and qualifications to obtain naming rights to the Lower Arena at Juan de Fuca Recreation Centre (currently known as “The Q Centre Arena”), located at 1767 Island Highway, Victoria, BC.
This Request for Expression of Interest (RFEI) is intended to identify respondents with a serious interest and basic expertise in relation to this opportunity. Based on these Responses, in accordance with the terms of this RFEI, West Shore Parks and Recreation Society (the “WSPR”) anticipates it may select up to three respondents and invite those respondents to participate in the next stage of the Selection Process, the Request for Proposals (“RFP”) stage. Alternatively, depending on the responses received, WSPR may elect to select a single Proponent from this RFEI to negotiate an Agreement with WSPR. Only Respondents who submit a response to this RFEI will be eligible to participate in any subsequent RFP process.
Interested parties should be aware that under this RFEI WSPR is not seeking offers (such as bids or tenders) and does not intend to enter into contractual relations in connection with the RFEI process itself; no contractual obligations (including what the courts refer to as “Contract A”) shall arise between the WSPR and any Respondent until and unless the WSPR and a Respondent enter and sign a written Agreement.

Respondents are encouraged to submit Enquiries at an early date and prior to 3:00 PM Pacific Time November 3, 2025 to permit consideration by WSPR; the WSPR may, in its discretion, decide not to respond to any Enquiry.
The Society reserves the right to not answer any enquiries that are submitted after this time and date.
